    Toward interregional innovation systems in Peru

    Purpose: The purpose of this study is to identify and interpret the effect of governmental financial support to generate knowledge-based collaborations between actors in cross-border regions for the design of mission-oriented policies to improve the regionalization process taking into account the interregional innovation systems in Peru. Design/methodology/approach: Innovation systems, social network analysis and mission-oriented policies contribute to analyze links between border subnational territories and to build strategies toward interregional innovation systems. Findings: A total of 5 out of 18 possible regional interactions are strong enough to be considered interregional innovation systems. Thus, mission-oriented policies may be designed to strengthen ties between regions. Research limitations/implications: As the amount of data observed is not large enough, this study and its outcomes must be considered an exploratory exercise. Originality/value: Innovation policy design based on the Peruvian context and evidence opens opportunities to rethink regionalization processes in the country.

    National system of innovation for inclusive development: Achievements and challenges in Peru

    The diagnosis of Peru’s national system of innovation shows that in practice it lacks the necessary conditions for having a significant impact on inclusive development. Although some components are in place and a few advances are visible, the system’s elements are dispersed, and the low priority given to innovation, science and technology policies has relegated this system to second or third place in national priorities. In contrast, social inclusion is an explicit objective of public policy, which has began to organise the interactions between central, regional and local government authorities. However, during recent years there has been a growing recognition that science, technology and innovation can generate greater inclusion. Initiatives by government agencies, private firms, civil society organisations and academic institutions have proven that innovation helps reduce exclusion. Peru has had more than ten years of continuous economic growth and it is showing signs that this is likely to continue for at least another decade. Changes in the composition of the population have benefited the country with a demographic dividend resulting in the lowest dependency ratio in recent history and for 20 years to come. This provides a favourable context for promoting social inclusion and ecosystem sustainability. After a brief review of the direction science, technology and innovation are taking in Peru, we offer a conceptual scheme that is useful to examine inclusive development policies, before presenting some ideas on how innovation can contribute to inclusion.

    Startup growth in pandemic: organizational resilience in an extreme crisis situation

    Purpose: This study aims to examine the resilience of Peruvian startups during the COVID-19 pandemic using a framework proposed by Lengnick-Hall et al. (2011), in which resilience impacts organizational strengthening. The goal is to identify those characteristics that allowed certain startups to discover growth opportunities amid this crisis. Design/methodology/approach: This study analyzed human, social and entrepreneurial capital variables in Peruvian startups using data from a survey conducted in July 2020. Binary logistic regression was used to determine which organizational resources increased the probability of identifying growth opportunities during the pandemic. Findings: The findings suggest that human capabilities become secondary in extreme crises such as pandemics. Critical factors for startup resilience include commercial partnerships with established firms, founders’ capital investment, business maturity and adoption of advanced digital technologies. Originality/value: This research provides unique insights into startup resilience and growth in Peru during the COVID-19 crisis. The authors observed that business growth during this period was largely unpredictable, with less emphasis on human capabilities. The study highlights the importance of external factors in resilience, the role of collaboration between established firms, the integration of advanced digital technologies and the influence of founders’ investments and business maturity in navigating difficult times.
